Just found out this news on google news that the Univeristy of the most troubled region of Pakistan North West Frontier Province has issued some notice, declaring Chaaders as a Mendatory attire for girls. Jinnah College (58-year old) took this step after the strict security reasons considering militants and it is good to impose this before they force them.
A letter issued by authorities of the Jinnah College for Women to parents of girl students said: "The college administration has decided to make it compulsory for all the students to wear a chaader or gown and properly cover themselves while entering or leaving the college. The students breaking this rule will be heavily fined."
It is also seen that Jinnah College/University has included the local culture and customs in their daily routine considering the culture as the first priority. What's Behind the Move ? Shireenzada, Registrar of University of Peshawar, mentioned that traditional culture and security concerns were behind the move.
"Normally the girls also wear dupattas in their homes. Then why not in the departments where co-education exists? Therefore the university took a decision and we should not forget our Pakhtun culture," he told Dawn News channel.
Off the Scene: It was not expected from the girls of Peshawar but they have retaliate against this move considering this officials have mailed the same notice to their parents for the collaboration and help in this move, taking the security of their girls as first priority. By reading this some may remember about the madarasas of Swat valley where whole building were burnt just to imply this same thing, they burnt about 17 madarasas.

Duppatay main Lehr Pehr aur Burkay(chadder) main sara hi sheher(city)
Chadder or Burqa or Naqab gives a women more ease to date and do anything dirty without being noticed.
So in my view women should not be FORCED to have a chadder or burqa….guys think logically
